A day after police and members of the Mayor’s Office of Special Enforcement busted a Midtown West massage parlor, an Upper West Side madam who ran the operation was arrested. Cops said the massage parlor, where employees allegedly engaged in prostitution, was run by Noreen Williams, who resides on West End Avenue, near West 105th Street. A judge signed the order for the city and police to shut the place down after the Manhattan South Vice Enforcement Squad made several prostitution-related arrests. Police also found a 15-year-old girl working at the parlor, but her job description was not revealed. Williams, 64, was arrested on Aug. 14 and charged with promoting and permitting prostitution and endangering the welfare of a minor.
