Subway Creep Arrested

thanks to a woman armed with a cell phone camera, police arrested a man who was captured on camera masturbating on a train. on aug. 13, two anti-crime officers recognized kevin bishop, 44, from a wanted poster when he entered the subway station at 163rd street and st. nicholas avenue. the bronx man was arrested without incident and charged with public lewdness. bishop is accused of entering a northbound 3 train on aug. 7 at 3:45 p.m. at the 42nd street times square stop. after exposing himself to the 41-year-old woman, he exited the train at the broadway and 96th street stop. the mta has put up advertisements directing straphangers to report sexual assault or harassment on the train to the police or transit staff. but later, when the woman brought her photo to the 32nd precinct in west harlem and tried to lodge a complaint, she was allegedly told by an officer that it was not a police matter and to contact 311, officials said. the nypd's internal affairs division is investigating the incident.
