The law is not as simple as it may seem at first. Of course the owner of the building can rent each an every room but calling this a hotel requires a lot more paperwork.

I was a tenant on W83rd and everything written on this article is TRUE. I complained in the beginning about the transients, the noise, but to no avail. In the end, I wanted to keep the peace with the landlord/management, because I realized I needed my security deposit back. <br>When I finally moved out (thank god!), I passed by W83rd one evening around early May2010, I saw some tourists waiting outside with their luggages ringing the doorbell. I felt sorry for them, because I knew that the "office/reception" has already been closed. I came back after 30 minutes, and they were still outside!

I don't understand something. Somebody bought that building and he can rent to anyone, right? Do you have to have a special documents that says you can rent rooms as a hotel or something like that? I mean, if the building has a private owner, can't he rent it to anyone he want to and asking for a price that he thinks it's ok? I agree with the fact that he shouldn't have listed addresses with people that are already tenants. That was indeed a big mistake, but it's his business and he can rent free rooms to anyone, right?
