It would be interesting to see an accounting of where all those funds have been put up to now.  I doubt that any elected official has the power to ban a legal, thriving, privately owned business on their first day in office as de Blasio has promised, and his position on the issue has not helped him much as he is currently well down in the polls.  The NYC carriage horses need no relief.  According to equine expert Buck Branaman, they are well cared for and content, as stated in his book &quot;The Far Away Horses&quot;    As for the rest of your statement, you really need to learn to better proof read your work.
