Kruger Declares 'Victory'

    Brooklyn Democrat Carl Kruger (left), the principal State Senate supporter of Assemblyman Rory Lancman's [congestion pricing alternative] bill, is calling the decision of the State Legislature not to vote at all on Mayor Bloomberg's congestion plan "a victory for all New Yorkers."

    Kruger is urging the Legislature to consider the Lancman bill instead, which offers incentives for telecommuting and carpooling, commercial traffic time shifting and increased bus service, among other points.

    "The beauty of this legislation is that it fosters an idea that all New Yorkers embrace--an end to Manhattan's paralyzing traffic problem--while eliminating the polarizing and punitive elements of the original congestion pricing plan," said Kruger.
