Depending upon shady landlords to self-report cash income from renting Class A apartments in R districts as hotel rooms is a fools game.  There is a terrible shortage of affordable housing in NYC.  As 
Megan Finnegan Bungeroth reports, the LL at this location would make far less renting legally then illegally.  What provisions would you put in your law to protect Class A apartments in R zones from ALL being used as transient hotels?

Since residential apartment houses pay less property tax, would you also change their status to commercial, a C zone, thus throwing out the city&#039;s zonings laws?  Though an illegal occupancy NoV carries a fine of $800 per violation, have you ever been to an ECB hearing?  Do you know what happens to LLs who do not pay their fines?  Try, nothing.  After eight years, unpaid fines are written off.  Do you know how much money is owed the city in unpaid fines and fees?  Adam Lisberg, then of the the NY Daily News, reported 2 billion in 2009.  I would imagine it is more today.

The so-called Illegal Hotel Law was written over a period of two years with the help of the Mayor&#039;s office and the Illegal Hotel Working Group.  If you have the answer how to do it all better, give me a call.  I can hook you up with the people you need to straighten out.

It is shame that New York City is so opposed to regulating and taxing vacation rentals as many other cities do. The city would make a fortune and the shady landlords would not go further underground as they are doing now. The law was very written very haphazardly. ]]></description>
