    four challengers have filed petitions to run against rep. charles rangel, who has represented harlem in congress since 1970.

    east harlem assembly member adam clayton powell iv, whose father represented the neighborhood in congress until rangel beat him in a primary, filed 6,000 petitions.

    other candidates for rangel's seat include community banker vince morgan, former government aide joyce johnson and labor activist jonathan tasini.

    rangel has been hit with charges of failing to pay taxes and taking a corporate-sponsored trip to the caribbean, which led him to give up chairmanship of the powerful tax-writing ways and means committee. but he is running for re-election and has $500,000 for his campaign.
