Flailing to be Handcuffed

A 49-year-old man resisted arrest after lifting a laptop from a chain cosmetics store on Broadway. At 3:54 a.m. on Sunday, July 14, the man was observed exiting the store in possession of the stolen computer. Police apprehended the man after a brief chase on foot. The man resisted arrest by flailing his arms, refusing to be handcuffed. The stolen property was recovered at the scene, and video surveillance showed the man entering and exiting the store without permission or authorization. He was arrested July 14 and charged with burglary. The stolen items included a green suitcase and a Dell model E6230 laptop valued at $1,281.
