However, I believe the two-term limit was too narrowly conceived and would be repudiated by voters in a referendum.
There are more effective ways of limiting power and ferreting out
abuse than by throwing the “non-rascals” out. The electorate overwhelmingly supports Mayor Bloomberg and dedicated public
servants like Councilmember Gale Brewer. With resources severely constrained during the next few years, they bring a critical measure of
proven effectiveness.
