The Upper West Side Community Emergency Response Team (CERT) was slated to honor Council Member Inez Dickens and Joseph F. Bruno, Commissioner of the Office of Emergency Management, on Sept. 17. Dickens and Bruno were recognized for their support of the emergency response team at the reception, which also raised funds for educational and emergency preparedness.
