That happened when Barack Obama took over 700 billion dollars out of medicare to fund Obamacare.  
 Paul Ryan&#039;s budget got a better response from lawmakers than the budget proposed by the president  When the president submitted his budget, it was voted down 99 to 0 in the Democrat controlled senate. I don&#039;t know if you realize it or not (probably not because of the liberal blinders you wear), that only 22% of Americans consider themselves as &quot;Liberals&quot;.
