The City Council passed a bill last week aimed at promoting nightlife safety. The bill could potentially give officials the ability to close down nightclubs that make or sell fake IDs to underage patrons. But as a substitute for bar hopping, the under 21 crowd could check out the wild, late night party at the Empire State Building. A trial period of longer hours on the observation decks proved so popular that the decks will now be open permanently until 2 a.m., seven nights a week.
